Very odd build. Interrupt builds are very viable, but this one is just off. Inspiration is an odd choice here which it seems was chosen only for the condi cleanse. As mentioned the mantras are now underperforming. I would take chaos instead of inspiration, and choose mirror as a heal together with master of manipulation. You would then also have access to an excellent interrupt trait: Chaotic Interruption (which unfortunately is now somewhat eclipsed by confounding suggestion). Duelist's discipline is also an obvious choice over phantasmal fury for the CD recharge.

With the recent bug-fix/nerf to Mantras in the previous patch no longer recharging immediately after being prepared, the mantra heal is many times weaker than before, barely healing for more than Ether Feast while requiring dropping Deceptive Evasion and going into the Inspiration line. Were this an attrition build, that'd be an acceptable build decision, as the value of healing and cleanses goes up the higher the armor/healing power/length of fights is. However, as a marauder build, the goal is very much to end fights quickly. Likewise, while the interaction between Mender's Purity, Restorative Mantras, and Mantra of Recovery is still very strong, there is no reliable method to get the recharge off in this build outside of using Decoy. Essentially, this build has the same goals as the more popular PU shatter build. It trades off the Chaos line's massive defensive bonuses for the defensive bonuses in Inspiration/Mantras, and trades off the offensive utility of Mental Anguish and Deceptive Evasion for Powerblock and Off-hand pistol. While I do think interrupt builds can be viable (especially in light of the 3X pull elite coming with Chronomancer's Gravity Well), this build attempts to do too much at once and ends up unfocused and full of exploitable weaknesses.

Sigils are off, sword is useless without Deceptive Evasion, pistol isn't the best either. Also mantras were recently nerfed a bit.
