This build seems to rely heavily on sustain and condition damage. It's built around a central purpose, but some choices are rather questionable in my eyes: especially the amulet, rune and offhand focus. Blood magic is probably preferable to Curses, while Spite works better with a signet build.

Generally this build is quite similar to the other condi shout build on here (Hybrid Shoutmancer), but focusses more on sustain instead of support. Perhaps these two builds could be merged.

There are better shout condi builds out there imo (Mercenary and maybe even Sage), so it's outclassed. Also the off-hand focus is enough reason to downvote it, but this build served as an inspiration for me which i appreciate.

This is my actual build(made by me) and for me is so useful: with 1.762 of condition damage and 2.888 of armour.
