Excellent AOE cleaving that's just the perfect recipe for over 90% of fractal encounters and other good utilies that can be changed back and forth on the fly. Depending on the instance you're dealing w/, u can even serve as an excellent albeit extremely offensive support without having to swap equipments. If you're team struggles w/ projectile heavy fights or need additional lock down on enemies, after shock is a great alternative to fire signet, as it provides entire team w/ reflect aura as well as a cripple+immobilize.
Top tier burst damage, cleave, and CC/utility make Tempest a strong contender for fractals.
