Basic builds are anywhere from downright bad to just shy of being good enough to showcase. These builds share the widest ratings and can lead to wildly differing levels of success.

Overview

Conditions are finally usable in General PvE and Dungeons, therefore let's give them a chance. This build focus on burning, which has been greatly improved since the last patch. You can stack might, burn and vulnerability really quickly, to do an insane amount of damage. Additionaly this build is realy simple to use, so it will help berginners to understand the elementalist.

Scepter is not a bad weapon, in fact it is one of my favorite ones, if you are playing a zerker build. This build is not high enough damage to compete with the regular ele meta builds, and does not give a good ice bow zerk, like a regular zerker ele. Not a good build.

Scepter is a very weak weapon for PvE, and having almost all of your condi damage come from one source is also very bad. Guard gets away with it because they still have strong direct damage on top of their burning. This particular build will have some strongish burn while GoS is active but is dragging down a party - especially vs. multiple targets - otherwise.

This build has good burst for the first 10 seconds, but if you're in a one minute fight (example: pug group), the next 50 seconds are dismal. Exceptionally horrible against multiple mobs.
