Wheadna said this build was basic December 2016

Signet of Vampirism does higher damage than the shout on single targets; Necromancers have more than enough survivability in raids to not need "Rise!", especially if not bringing Death Magic; Flesh Golem is a superior choice to Lich Form for most encounters; Chilling Darkness should be the standard trait unless condition pressure is high; Lingering Curse is a vast damage improvement over Weakening Shroud; Blood Bond is better than Quickening Thirst; Vampiric Rituals is utterly pointless as you have no wells; Chilling Nova is vastly superior to Augury of Death; Bleed Duration is pointlessly overcapped even on exotic gear.

This could possibly work as a fractal build, but in raids it's inferior to Viper Horror.

Basically a copy of the viper horror build with an non-optimal gear setup and strange trait choices in and with blood magic.
