Even if it's not the most common necro build, it's still very efficient. Standard Reaper could be easier to master but the power burst of this one could turn the wind in a teamfight. It's efficient in 1v1 (great vitality and very good damage) and it's even better in team. I rank it as 'good' rather than 'great' because the power necro needs to know perfectly his build and his moves in order to be a real advantage to his team. Otherwise, the reaper seems to be a better spot for non-exp necro user. I prefere lich forme rather than plague but again, it's a skill that you can't use everytime. In exp-ranked game, this skill is more like a "quick finished" to achieve enemy, and it could be used to blast several ennemies if they tried to res the guy down.

Celestial Signet Necro is generally more forgiving, but this build still provides huge amounts of pressure in both 1vs1 and teamfights. Requires an experienced player to maximize effeciency though, as bad positioning or wasted cooldowns can easily ruin your day.

still a good build.. also works really well with soldier amulet to neutralize burst damage from thieves and Mesmers

I think this is a good build but not a great build. In the current meta, if you don't play a build with both ample toughness and vitality as a necro, you'll get bodied by comps with coordinated bursts, which is why the most common tourney level necromancer build uses celestial (and Nos also advocated for soldiers builds as the best alternative). Wells have powerful pressure, great downcleave and area denial in teamfights, but people can generally walk out of them in smaller fights. This build also doesn't have as much boon corruption or condi transfers as signet builds do, which is arguably the necromancer's best niche. We all know that necro is the least mobile class in the game, and because of this, power necro is very susceptible to burst and CC, because everyone knows that the necro won't be able to escape. If the necro builds tankier, this becomes less of an issue as they can sustain long enough for rotations to shift the fight in your favor. So in conclusion, I seriously feel that this build is less viable than the celestial necromancer build (as well as tanky powerbuilds in general that aren't listed here), but I do think the build has some strengths that make it viable at lower levels, just not optimal at real levels of competition, so a "Good" rather than "Great" rating would be ideal for it.

Power builds have fallen even further behind to condition dmg or hybrid builds after the last big update. Power necromancer is no longer even relevant at this point, imho.
