This build is, despite what others have said, very useful and even if not completely meta because few guilds have elementalists willing to run the proper setup extremely potent and used by many of the better guilds atm.
The correct setup is to run durability or trooper runes though, and run arcana instead of earth with aquamancers training or cleansing wave replacing soothing disruption. With durability runes an elementalist provides 60-80% protection uptime simply by rotation into earth. Riceballs are the best food for the healing build and dagger warhorn, d/d, and dagger focus are all viable if you have staff eles for water fields already. Honestly in a group that already has 1 or 2 decent staff eles the heals from this spec are instrumental in allowing a smaller frontline to push large groups and live. It also carries lots of condition cleanses when you use the correct spec with soothing water. Galesong is preferred if you use cleansing water, and will keep your frontline running through bombs and statics easily.
The build is not meta at all. Elementalist used as a frontline is a waste both for other classes that suit much better the role and for not going as a backline DPS elementalist.
This is a very efective build in small scale zerg 10vs10 or 15vs15. The problem is that the build to take their full potential should be used as frontline, so occupies stability, good teamwork and only 20-30 with a maximum enemies. but in battles with 30 or more enemies I consider a more useful the backline elementalist roll unless there are sufficient backline elementalist to support you and your team.
I think that if you have many elementalist in your group 1 or 2 should run this.
