Axe is not the problem, it's not too bad. Every necro build needs a staff for utility however and Focus is still one of the worst weapons you can have. 1 well is viable, 2 wells are workable, 4 is way too far from optimal. While Blood Magic and Chrono runes have nice synergy with them it's simply not worth it - if you want to do damage on a Power Reaper then you must use Spite and SR so there's no room for BM anyways. If you took SR already then Soul marks is way too good to pass up, you should bring a staff for that alone.

If I see another trash necro running this in ranked this season, I will farm your ass. Ax is a goddamn awful weapon, no cleave damage and utterly useless in fights or 1v1s. At least bring a staff and do something for your team. A scepter even. Even a greatsword would be preferable than the trash that is ax.

Quickness is really good on power necros, so the Chronomancer runes are a good choice. The build does a lot of AoE damage, and a lot of that is unblockable to boot. In this regard it's somewhat like a glass staff ele in that both have very strong AoE nukes, although this build also offers boon corruption and better survivability at the cost of range and a bit of damage. The wells also offer some sustain due to the siphoning. I'd consider replacing Well of Power with Well of Darkness in a build like this, but I'd say they're both good options.

Timing and positioning are key to every power necro build, but the wells can grant you a lot of area denial that other power necro builds lack. This, combined with siphoning and leeching can keep you in a fight for a very long time. It has superb life force generation, unblockable damage and unblockable boon corruption / removal. It's role is more in the line of roaming I'd say, because entering a fight late and nuking all enemies on point really makes this build shine.
