I actually really like the idea here, but it is lacking execution. I do think a build centered around distracting strikes and body blow with this weapon-set up can be good. This build however really went a little too hard on the idea with the utilities and theming around lockdown as opposed to interrupts. When we ask the question, "How much is too much?", I'm going to say this much. This much focus on CC is too much. I'm extremely unsold on Kick and Bull's Charge for this build when you can swap between bursts every 5 seconds (not counting the weapon skills themselves) and preferred to run with any sort of defensive utility such as Berserker's Stance or Balanced Stance instead. Having copies of on-swap runes with fast hands as a trait is a complete waste. Sigil of Intelligence would work wonders on the hammer with heavy damage skills and the high power carrion provides. Another huge problem is that stability is such a hard counter to this build. While there is a small amount of it around at the moment, tons more of it is coming. With stability up, this build loses any ability to output pressure compared to other Warrior builds.

Just a bunch of CCs slotted in without a second thought. Macebow is a more refined version of the same concept, which also makes this redundant. @ AryaD condi thief? thieves guild? 2015? wat? :P

A viable build for 1v1s and smaller skrimishes. Good point contester and roamer. It feels slightly cheesy at times, and it lacks in stability. Might be the element of surprise, but after almost a month playing with this build in roughly 80%+ of all my encounters the enemy seems unable to properly play around my build (as opposed to the current "ruling" GS/Hammer build), and so I either die because I play badly or because the enemy has more stab/condi than me (condi thief with thieves guild elite melts you in two secs).

I would take Merciless Hammer in Discipline instead of Burst Mastery, because it provides a shorter cooldown on your knockdown and your knockback, as well as the other 2 abilities, which IMO is more valuable then a little bit more damage. The build also has enough adrenaline regen, so you don't the perk period. The extra damage is also invaluable, for even more damage on CC'd foes, which they should be CC locked, so it is perfect. I have played this build multiple times, and found it exceled in 1v1s, as well as teamfights, but just the one change and this build we be a lot better. :)
