Overview
The Staff and Spear PvE build focuses on delivering fast bursts of damage quickly with an in-and-out gameplay style where you want to deal damage from range with skills like 
Javelin Surge before going in to CC and deliver quick burst damage up close to a group of enemies. This build requires good positioning and a good understanding of PVP but can be learned even by newer players. While this build isn't considered meta, it is a decent choice for those looking to bring some variety to their Throne and Liberty experience.

With the unique stats and attributes system in Throne and Liberty, it can be difficult to determine exactly where to invest your attribute points at each stage of the game. This is because gear pieces provide attributes just like leveling up does, meaning everyone will have a different number of attribute points depending on what gear they are wearing at the time.
Given this variation, it's best to reset your attributes regularly to adjust to the new gear you acquire. Aim to reach the achievement effects, which provide extra benefits at milestones like 30, 50, and 70 points.
For this build, focus on Perception and Dexterity to maximize your damage. These are your most important stats early on, as they boost critical hit rate, accuracy, and overall damage. Continue prioritizing them as you upgrade your gear to keep improving your performance.
Strength and Wisdom come next as secondary stats. Strength increases your max HP, making it useful for tougher PvE situations, while Wisdom aids mana regeneration. While not as critical, they still help with survivability as you progress in Throne and Liberty and its often recommended to reach 50 points into strength for both survivability and also increasing your heavy attack chance, a stat that is difficult to come by and usually very expensive.
Skills
With this build utilizing Spear skills for its melee component, you should prioritize upgrading them first when spending books. Key skills like 
Abyssal Cleave, 
Javelin Surge, and 
Cyclonic Fury are your primary DPS tools, offering excellent damage output. However, none compare to the burst damage of 
Infernal Meteor, which should be the first skill you max out and use Omnipotence books on.
Passives are equally important, as they significantly enhance your damage. 
Retaliatory Strike and 
Death Knell are essential, while 
Mortal Wrath adds bonus damage to low-HP targets, helping secure kills effectively.
For the Staff, there are several impactful passives as well. 
Forbidden Sanctuary boosts skill damage, a critical stat that is otherwise costly to increase through gear. 
Flame Condensation improves your heavy attack rate against burning enemies, making all your attacks deadlier. Additionally, 
Echoic Barrier protects you from silence effects like 
Shadow Strike, ensuring you can keep casting.
Among Staff active skills, 
Judgment Lightning and 
Serial Fire Bombs deal solid damage while 
Serial Fire Bombs also decreases healing done by enemies, making it a very strong choice for PvP scenarios. 
Chain Lightning also synergizes well with burn stacks on enemies for increased effectiveness.

These are the first items you should strive for through the leveling period as they are very easy to get and upgrade or trait as needed. However, you shouldn't try to trait these items too much as you won't be spending too much time playing with this setup before you start changing pieces into the Midgame. The green accessories however are very easy to trait as you can craft many of them quickly in order to get the correct traits so you should consider traiting them until you change into purples. The same goes for the blue ring as you keep it for a long time.

This is the gear you should transition to once you're leveled to 50 and start grinding gear. It is comprised of gear you can get either from dungeons or by completing Litographs, they are relatively easy to trait up and you will spend most of the time wearing this set before advancing into the late game so traiting these items is very important and should be your main focus.

While runes can be applied to different types of gear, you should make sure that you invest into the gear pieces that you plan on using for a long time. However, if the build you are using uses the same items between Mid Game and End Game, you can invest into adding runes to them as early as you get the items.
This is the current endgame gear you should aim for, and while it isn't easy to acquire, it offers great power without the need of acquiring archboss gear pieces. However, items like
Tevent's Fangs of Fury or other archboss weapons are superior but difficult to acquire for the majority of players. If you do manage to get the archboss weapons for your build, feel free to use them over the weapons shown here.

Rotations
- Use this rotation to deal heavy damage and also anti-heal the players you hit with

Serial Fire Bombs.
- Start the rotation with

High Focus & 
Unyielding Sentinel to boost hit rate and heavy attack chance before using 
Serial Fire Bombs to hit as many enemies as possible, try to always aim for the clumps of players stacked together. You shouldn't aim to channel the whole ability as its usually not possible before the enemy you are targeting dies. Instead, your main goal should be to apply the anti-healing debuff.
- Next up,

Javelin Surge for extra damage in the clump. Follow up with 
Chain Lightning and 
Judgment Lightning quickly after that to spread damage and finish off targets.
- This Melee rotation is intended for dealing with single targets on the flank or to burst down enemies that are out of position/harassing you.
- Open up with dashing to the enemy with

Gale Rush, dealing damage with ease and also sticking to the target much easier as it kites. Start CCing the target with 
Abyssal Cleave and make sure to jump so it applies Prone so they cannot clear it off with the Purification Stone and you can follow up with 
Cyclonic Fury and 
Culling Arc to deal damage but also further debuff the target before using 
Rising Slash to blow them up. You can also use 
Chain Lightning as its usually off-cooldown thanks to the low cooldown on the skill.

Infernal Meteor: Use this on its own to both apply healing debuff and deal good damage. Wait for the enemies to push in and start channeling once you can see the DPS line pushing up as your main goal is to hit as many DPS players as possible with 
Infernal Meteor.
