Overview
This Bow & Staff build focuses the dueling capabilities of the Liberator, capable of dealing high burst damage to single targets and pumping out ridiculous amounts of damage while remaining in place. The Liberator is a great backline class to support your party, pumping out DPS with ease while offering a good challenge even for experienced players. This build performs well in 1vs1 PVP, Dominion events or even Arena but relies a lot on having the advantage of surprise attacks.

With the unique stats and attributes system in Throne and Liberty, it can be difficult to determine exactly where to invest your attribute points at each stage of the game. This is because gear pieces provide attributes just like leveling up does, meaning everyone will have a different number of attribute points depending on what gear they are wearing at the time.
Given this variation, it's best to reset your attributes regularly to adjust to the new gear you acquire. Aim to reach the achievement effects, which provide extra benefits at milestones like 30, 50, and 70 points.
For this build, prioritize Perception and Dexterity to maximize damage potential. As your gear improves, continue boosting these stats, using a combination of attribute points you get from leveling and the ones that come with different gear pieces. Don't be afriad of resetting your attributes either, its free. Strength and Wisdom are secondary attributes where Wisdom shouldn't be something you focus a whole lot in while Strength enhances health and durability and is great to invest at least 30 points to get some extra HP.
Skills
Your main Staff DPS comes from 
Serial Fire Bombs, 
Judgment Lightning and 
Chain Lightning, dealing high damage directly while also reaching out to enemies nearby if the players are stacked close. 
Decisive Sniping is also a strong damaging skill and should also be upgraded as soon as possible. 
Strafing and 
Zephyr's Nock combo is fantastic for dealing quick burst damage with low cooldowns as 
Zephyr's Nock is reset by hitting enemies that were previously hit by 
Strafing.

Ensnaring Arrow is a great CC for single targets that try to engage on you, allowing the follow-up with 
Strafing, 
Zephyr's Nock and 
Chain Lightning as quick single target burst so you can force enemies off yourself and remain safe.
Your passives further enhances your damage through passives like 
Sniper's Sense, 
Forbidden Sanctuary and 
Flame Condensation. This Liberator build doesn't lack in defensive passives either as 
Echoic Barrier lowers the chance you will get silenced while 
Devoted Shield is ridiculously powerful, creating a shield on yourself that protects from all damage.

These are the first items you should strive for through the leveling period as they are very easy to get and upgrade or trait as needed. However, you shouldn't try to trait these items too much as you won't be spending too much time playing with this setup before you start changing pieces into the Midgame. The green accessories however are very easy to trait as you can craft many of them quickly in order to get the correct traits so you should consider traiting them until you change into purples. The same goes for the blue ring as you keep it for a long time.

This is the gear you should transition to once you're leveled to 50 and start grinding gear. It is comprised of gear you can get either from dungeons or by completing Litographs, they are relatively easy to trait up and you will spend most of the time wearing this set before advancing into the late game so traiting these items is very important and should be your main focus.

While runes can be applied to different types of gear, you should make sure that you invest into the gear pieces that you plan on using for a long time. However, if the build you are using uses the same items between Mid Game and End Game, you can invest into adding runes to them as early as you get the items.
This is the current endgame gear you should aim for, and while it isn't easy to acquire, it offers great power without the need of acquiring archboss gear pieces. However, items like
Tevent's Fangs of Fury or other archboss weapons are superior but difficult to acquire for the majority of players. If you do manage to get the archboss weapons for your build, feel free to use them over the weapons shown here.

Ensnaring Arrow before using 
Strafing 3 times to deal damage and also prepare to lower your 
Zephyr's Nock's cooldown. Use 
Zephyr's Nock followed by 
Inferno Wave and 
Chain Lightning and another 
Zephyr's Nock.
Secondary Burst Damage Rotation ↴
- Use this alternative rotation for similar results. Begin with

Ensnaring Arrow to bind your target then use 
Serial Fire Bombs to deal very high burst damage before following up with 
Judgment Lightning. Finish off the rotation with 
Inferno Wave with 
Chain Lightning!

Blitz: As this ability resets your last used ability, you want to make use of this to reset your most important skills like 
Decisive Sniping or even 
Ensnaring Arrow if you want to chain CC someone.

Frost Smokescreen: This is your only mobility skill, allowing you to escape fights and slow down enemies left behind. Use it with a directional key to teleport in that direction and leave behind a slowing smoke at the starting location.
Useful Information
- Select Lady Knight Kamarshea as your guardian; it provides essential protection with its shield, capable of absorbing damage equal to 50% of your mana. This not only aids in mitigating damage but also increases your cooldown speed in order to let you heal more often.
