The logic behind this rotation is to maximise the seconddary effect from Rushing Justice where Consecutive attacks cause burning. Since the buff last 8 seconds this will match very well with the skills cooldown with alacrity. This is the most important skill and should be used on cooldown. Radiant Fire gives an free Zealot's Fire every 10 second. this matches with Zealot's Flame. Therefore try and use both at the same time. If the cooldown misalign skip Zealot's Flame until you get a Zealot's Fire again.

Rotation concept Now always use Rushing Justice off cooldown even when interupting the auto attack chain. Try to use both Zealot's Fire together. Use the following prioity list while not interupting the auto attack chain.
