Overview
A condition Settler Scepter/Dagger Tempest build for WvW roaming, offering a strong mix of damage and sustain. Has less burst damage than other builds but brings extremely high sustain against all damage types without sacrificing condition damage or mobility.

Elite Specialization Basics
- Tempest gains access to Overloads after staying attuned to an element for a period of time. Overloads are stun breaks that pulse while channeling and have a powerful effect at the end.
- Tempests also gain access to Shouts, which have a large AoE effect that buffs allies and harms enemies.
Pros
- Surprisingly high damage, good AoE, mostly ranged. Excellent downed cleave.
- Exceptional sustain and utility, especially in protracted teamfights near allies; very hard to kill for a DPS. Good AoE healing, boon application (especially Protection and Vigor), condi cleanse, and auras.
- High mobility, thanks to and offhand Dagger skills.
- Good CC
Cons
- Heavily reliant on Burning for damage, lacks cover conditions; can struggle against builds with frequent and reliable cleanse.

Ratings
While creative, this build fails to compete against equivalent Celestial S/D Signet Cata Roamers in essentially every category. The core idea of S/D Ele is not bad; it is the subtler choices made in this build that make it inferior. Trailblazer is not the pick for S/D Tempest, and this build does not do enough to combat its reliance on Fire stacks for damage-- not through gear, sigils, runes or relics.
IF you want to fix this build for WvW roaming:
*bring Celestial gear (NON-NEGOTIABLE).
*swap Earth (or Fire, if you are a mad lad) for Water so you can bring Powerful Auras.
*make room for Sigil of Cleansing, possibly Sigil of Torment, and a Vulnerability source-- Relic of the Sorcerer is an option, but not the best one.
*D/D, S/D and S/F are all viable. D/D brings more aura spam, and S/F brings even more reflects. The one strength Tempest has over Catalyst is a ridiculous level of Reflect Aura access; a revised build may want to lean into this, as it is your best way to stand out.
In a 1v1 setting, Tempest will never match Catalyst in overall threat. However, as a +1, Powerful Aura Tempest can output potent Prot, Regen, Vigor, reflect and healing in small-scale fights. Play to your strengths or you'll continue to remain in the shadow of Catalysts and other Cele roamers.
I used to like this build before Antitoxin runes (and later relic) got destroyed. Without every aura cleansing 2 conditions you lose to most cele cancer specs. Even with cleansing sigil it's tough and the damage isn't that high so it can't compensate and in 2024 it's impossible to play a build without stability unless it's thief. Rerolled Cata and haven't looked back since, I suggest others do the same.
This Build is awesome, a lot damage, survive a new patch, diversify cond, sustante, stable, vigor, its fully package for all.
