Overview
A survivable open world build for Specter. Can solo the toughest content by either kiting with Poison and Torment with and the synergies in Deadly Arts. You can also provide permanent Alacrity and give yourself 25 Might thanks to the boon duration and . In addition, on Dagger turns into a significant heal against larger groups.

Ratings
Still a decent build, just swap an utility skill or two.
This build can do it all outside of raids and high level fractals. Fantastic survivability, solid DPS, loads of CC, and AOE support. With a few modifications it works well in WVW too. One of my go to solo thief builds.
Effective in just about every category (albeit not the best) thanks to celestial stats, easily effective for condi/support in everything up to tier 3 fractals, although could be used in t4 and strikes depending on group comp. and the player's knowledge of the build.
I have played pretty much this build since the start of end of dragons; it's amazing in open world: self-survivability, ally-survivability w/o giving up anything, legit damage albeit not glass-cannon level, and tons of fun. I use tormenting runes since I don't have aristocracy however I plan to grab them to try them out at some point when I get around to running the dungeons. I played bounding daredevil for years prior to EoD and didn't think I'd find something to replace it, however I haven't touched it since and even pivoted my legendary from Nevermore to Xiuquatl. It should definitely be out of the "test" category and set to Great if not Meta imo.
