Overview
This build for Wand + Spear is designed to be easy to play, dealing significant damage through use of the Spear's damage skills and utilising the wands' buffing capabilities to enhance your damage and sustain. Whilst being a glass-cannon build, you will have lots of buffing potential, and skills such as 
Blessed Barrier should keep you alive. This build is very effective for AOE farming with solid self sustain, and amazing AOE skills from the spear.

With the unique stats and attributes system in Throne and Liberty, it can be difficult to determine exactly where to invest your attribute points at each stage of the game. This is because gear pieces provide attributes just like leveling up does, meaning everyone will have a different number of attribute points depending on what gear they are wearing at the time.
Given this variation, it's best to reset your attributes regularly to adjust to the new gear you acquire. Aim to reach the achievement effects, which provide extra benefits at milestones like 30, 50, and 70 points.
With this build, you should aim to level your dexterity and strength primarily. Strength provides you with the needed defensive stats to survive each encounter, while dexterity allows you to deal the damage you need to end each encounter. When full build, you should be able to reach 70 Dexterity and 60 Strength.
Skills
Depending on which Dungeon/Dimensional Trial you might run, consider using
Rare Roaring Steak,
Rare Thrilling Papillote, and even
Rare Scorpion Tail Fritters to make it easier and also deal a lot more damage.
This build provides a solid all-rounder DPS to any PVE scenario. You should first upgrade your primary DPS skills, 
Culling Arc alongside 
Vicious Fury to bolster your damage massively. Next, level 
Cyclonic Fury as your main AOE DPS ability.
For the CC side of the build, you should level 
Tempest Strike and 
Abyssal Cleave to sustain the CC for longer so you can burst the mobs down with the AOE skills you have levelled already. 
Enchanting Time is an important skill to level also, as it provides a HUGE skill damage boost to your rotation, and will flat increase your damage by a lot.
Supportive skills to level include 
Blessed Barrier (to provide immense resistive bonuses, whilst also improving your healing received) and 
Fountain of Life for the AOE party sustain.
Passives are also one of the key factors in any build, so you want to be upgrading 
Malice Surge for a flat damage increase, 
Retaliatory Strike to provide a massive crit chance boost on most skills you use, and 
Imposing Form for another large skill damage boost increase.

During your progression, these items are relatively easy to obtain, and should provide you with a solid foundation to build from. Try not to trait these items too much as some traits, such as the ones on the violent signet may be expensive and you will be swapping anyway to the Mid Game and End Game sets eventually. This set is meant to be a CHEAP set to allow you to progress quickly, focussing on DEXTERITY to provide a large damage buff early in the game.

This is the gear you should transition to once you're leveled to 50 and start grinding gear. It is mostly gear from open world grinding abyssal contract mobs, such as the field general gear, and from T1 dungeon drops. It all should be relatively easy to obtain, and you can use it for a long while until you progress to higher end gear when you max this set.

While runes can be applied to different types of gear, you should make sure that you invest into the gear pieces that you plan on using for a long time. However, if the build you are using uses the same items between Mid Game and End Game, you can invest into adding runes to them as early as you get the items.
This is the current endgame gear you should aim for, and while it isn't easy to acquire, it offers great power without the need of acquiring archboss gear pieces. Obiviously, items like
Tevent's Grasp of Withering and
Queen Bellandir's Serrated Spike are superior but difficult to acquire for the majority of players. If you do manage to get the archboss weapons for your build, feel free to use them over the weapons shown here.

Rotations
AOE Mob Farming Rotation ↴
- Start the rotation by pre-buffing with

Unyielding Sentinel, 
Time for Punishment and 
Blessed Barrier to heavily boost offense and defense.
- Pull mobs together into a a central location, and use your

Fountain of Life to begin healing on that spot. Follow up with your dps rotation, starting with 
Abyssal Cleave and positioning to ensure that it hits multiple targets before you use 
Cyclonic Fury as follow-up to damage and apply your ignition stacks.
- Use

Culling Arc to deliver extra damage before transitioning into 
Vicious Fury. Use the rest of your skills inbetween and on cooldowns to increase your dps. Movement skills such as 
Gale Rush are good to group up mobs.
Standard Boss DPS Rotation ↴
- This rotation focuses on dealing boss damage and holding aggro, being rather simple to execute.
- Start by putting up your main buffs, similar to the AOE rotation:

Unyielding Sentinel, 
Enchanting Time and 
Blessed Barrier.
- Continue the rotation with your Spear skills and couple

Abyssal Cleave to apply the Shocked debuff. Follow up with 
Cyclonic Fury and 
Culling Arc to apply debuffs and deal damage. The last spell in the rotation is 
Vicious Fury.

Blessed Barrier: This is your defense ability, use it when stacking mobs together to keep yourself healthy and make it easier to survive when making particularly big pulls.

Unyielding Sentinel: Use when you start drawing focused attention. This will provide an initial defense boost, and then will give you a HUGE heavy attack boost to burst the mobs.

Tempest Strike: This can be used to stun the grouped up mobs and make your life a whole lot easier.
Useful Information
- Select Stetho as your guardian; it provides you a nice DPS increase, being by far the best PVE guardian in the game for pure damage. This is especially helpful on large groups of mobs.
