Overview
Wand and Staff PvE build which provides excellent healing capabilities with decent damage dealing compared to other healing classes. The main hand weapon is the Wand however and so the build remains mainly a healer, but it is complemented by the Staff in the off-hand for extra damage.

With the unique stats and attributes system in Throne and Liberty, it can be difficult to determine exactly where to invest your attribute points at each stage of the game. This is because gear pieces provide attributes just like leveling up does, meaning everyone will have a different number of attribute points depending on what gear they are wearing at the time.
Given this variation, it's best to reset your attributes regularly to adjust to the new gear you acquire. Aim to reach the achievement effects, which provide extra benefits at milestones like 30, 50, and 70 points.
For this build your main stat will be Wisdom and you should aim to reach high Wisdom to boost your max mana and make use of the 
Noble Revival to increase your overall healing. Afterwards, you should prioritize Dexterity for damage purposes. Strength provides extra max HP and defensive stats that will help you stay alive more, especially in difficult PvE content. Perception offers a bit of extra stats but isn't as important as the rest.
Skills
Depending on which Dungeon/Dimensional Trial you might run, consider using
Rare Roaring Steak,
Rare Thrilling Papillote, and even
Rare Scorpion Tail Fritters to make it easier and also deal a lot more damage.
As your main goal remains to provide healing to your party, you want to always focus on improving your healing skills first. 
Fountain of Life, 
Swift Healing and 
Clay's Salvation are your healing skills and they should be prioritized as you make use of them most when playing this Wand & Staff build.
Your DPS skills shouldn't be forgotten though as you want to make great use of debuffs like 
Corrupted Magic Circle, 
Time for Punishment and 
Touch of Despair which should remain active on the boss as often as possible.
This build isn't lacking in direct damage either as you can use 
Judgment Lightning, 
Serial Fire Bombs and 
Infernal Meteor. You should always try to use these whenever you have the time between healing allies, usually easiest is to use them in the beginning of a fight.

These are the first items you should strive for through the leveling period as they are very easy to get and upgrade or trait as needed. However, you shouldn't try to trait these items too much as you won't be spending too much time playing with this setup before you start changing pieces into the Midgame. The green accessories however are very easy to trait as you can craft many of them quickly in order to get the correct traits so you should consider traiting them until you change into purples.

This is the gear you should transition to once you're leveled to 50 and start grinding gear. It is comprised of gear you can get either from co-op dungeons or by completing your Litograph book, they are relatively easy to trait up and you will spend most of the time wearing this set before advancing into the late game so traiting these items is important and should be your main focus.

While runes can be applied to different types of gear, you should make sure that you invest into the gear pieces that you plan on using for a long time. However, if the build you are using uses the same items between Mid Game and End Game, you can invest into adding runes to them as early as you get the items.
This is the current endgame gear you should aim for, and while it isn't easy to acquire, it offers great power without the need of acquiring archboss gear pieces. However, items like
Swirling Essence Robe or other archboss drops are superior but difficult to acquire for the majority of players. If you do manage to get the archboss gear for your build, feel free to use them over the gear shown here.

Rotations
- Start the boss by using

Infernal Meteor and 
High Focus then apply 
Touch of Despair before continuing debuffing the boss with 
Time for Punishment. Begin your direct damage rotation with 
Serial Fire Bombs before using 
Judgment Lightning and 
Touch of Despair again, then use 
Corrupted Magic Circle and expload your curses using 
Curse Explosion.

Fountain of Life: You should use this skill to keep your tank and melee DPS healthy throughout the fight, allowing you to use your other skills to heal ranged DPS and yourself.

Swift Healing: This is the perfect skill for single target healing.

Clay's Salvation: This is your secondary AoE healing ability. Try to use it whenever your group mates are close together so the AoE heal can reach all of them.

Inner Peace: This staff ability is valuable for fast mana regeneration, but make sure to stand still while you use it, because it cancels the skill if you move.

Touch of Despair: While being one of your debuff abilities, when coupled with 
Vampiric Contract passive, it can provide significant passive healing as long as you maintain the curse stacks on the target. Ensure to keep the curse stacks up for optimal healing and to maximize the damage done.
Useful Information
- Select Lady Knight Kamarshea as your guardian; it provides essential protection with its shield, capable of absorbing damage equal to 50% of your mana. This not only aids in mitigating damage but also increases your cooldown speed in order to let you heal more often.
- When you have your end game gear maxed out you should be able to reach 50 Wisdom, 40 Dexterity, 33 Strength and 30 Perception.
